A strong flexible working application combines a clear personal outcome with a credible operating plan. The decision-maker should be able to see exactly what is requested, where the pressure points are and how the arrangement could work in practice.

A strong request is specific and testable
The application should describe a pattern that can be assessed. It should identify the duties that need fixed coverage, the activities that need face-to-face attendance, the work that can be moved and the way performance will be measured. Vague promises make it easier for a manager to rely on broad concerns.
Address the role, team and service
Civil Service roles often involve shared mailboxes, operational rotas, stakeholder meetings, secure information, ministerial deadlines, customer contact or cross-government collaboration. A good application identifies the parts of the role affected by the change and proposes controls that fit the actual work.
Do not overstate the case
Avoid claiming that the arrangement has no possible downside or that approval is guaranteed because someone else works flexibly. A balanced application acknowledges genuine constraints and shows how they can be managed.
The aim is not to write the longest request
The aim is to make the decision easier. A concise request with a precise timetable, evidence and safeguards is stronger than several pages of personal history with no operating plan.
