Complete examples for EO, HEO, SEO and Grade 7 operational delivery applications
A strong operational delivery personal statement connects your experience to the vacancy criteria and makes your management judgement visible. Recruiters need to understand what service you owned, how you used evidence and what changed because of your actions.
This page explains the basic approach before giving complete examples for four different grades and operational settings.

What operational delivery recruiters usually want to see
The advert controls the content. Common criteria include people leadership, service performance, resource management, quality, customer outcomes, decision making, continuous improvement, change and use of data. Senior roles often add leadership through managers, cross-site delivery and wider organisational influence.
Use specific evidence. Explain the service, your responsibility, the operational problem, the information you used and the action you took. Keep authority accurate. A manager can recommend policy or workforce decisions while formal approval may sit with HR, finance, policy or a more senior leader.
How to structure the statement
- Open briefly with the type and level of operational responsibility that is relevant to the vacancy.
- Use a substantial example for the lead criterion and the most important operational requirements.
- Add further evidence where the first example does not cover people leadership, quality, data, change or stakeholder working.
- Use a short closing line only if it adds role-specific information.
A single service-recovery or change example can cover several criteria if the evidence is genuine. Several shorter examples work better where the advert asks for unrelated areas such as people management and external partnership working.
How the evidence changes by grade
- EO: direct ownership of a team or defined operational activity, with clear use of guidance, performance information and escalation.
- HEO: management of a substantial team or service area, balancing people, demand, quality and improvement.
- SEO: leadership through team leaders or managers, broader operational risk, cross-team decisions and senior advice.
- Grade 7: strategic operational leadership, large-scale performance, governance, difficult trade-offs and accountability through other leaders.
Common personal statement mistakes
- Starting with a long career history before addressing the advert.
- Using the number of staff managed as the main evidence of seniority.
- Describing performance dashboards without explaining the decisions made from them.
- Claiming customer improvement without showing what changed in the service.
- Presenting every people issue as capability or conduct before checking workload, process and support.
- Using one generic management statement for operational roles with very different service risks.
