HEO CV applications
Keep Employment History controlled and make Previous Skills do the evidence work
Where a Civil Service form separates Employment History from Previous Skills and Experience, use the first as a factual timeline and the second as a criteria-matched evidence section, unless the vacancy tells you to use another format.

Civil Service CV formats vary. Some campaigns request only employer, role and dates. Others ask for duties, achievements or a full anonymised CV. Read the live advert, person specification and attachments before applying any general method.

The method below is designed to make HEO evidence easy to match against the vacancy. It cannot guarantee a sift pass, and any specific campaign instruction takes priority.

The two CV sections have different jobs

SectionRecommended roleWhat to avoid
Employment HistoryA controlled timeline of job title, employer and dates, with short descriptions only when requested.Using most of the available space to repeat duties that do not directly support the vacancy.
Previous Skills and ExperienceThe main evidence map. Use clear slots for essential criteria, desirable criteria, responsibilities and named tools or knowledge.A broad career narrative that makes the sifter search for relevant evidence.

A suitable Employment History format

Senior Project Support Officer, Example Department | April 2023 to present
Operational Delivery Officer, Example Agency | January 2020 to March 2023
Customer Service Team Leader, Example Organisation | June 2017 to December 2019

Keep dates consistent and explain unusual titles only where clarity is needed. Do not add a personal profile or full role description unless the form requests it. This protects space for evidence that can be scored against the advert.

Previous Skills and Experience should mirror the advert

1
Extract every important point
Include essential and desirable criteria, responsibilities, person-specification points, technical requirements and named systems.
2
Rank the points
Place lead, essential and repeated requirements first. These usually deserve the strongest evidence and most space.
3
Create one evidence slot per point
Allocate a real task, project, service, decision or responsibility to every requirement.
4
Use the advert wording
Where useful, turn the requirement into a heading so the sifter can find the match quickly.
5
Write concise evidence
Name the setting, scale, actions, tools, stakeholders and result. Use bullets or paragraphs according to the form.
6
Remove deliberate duplication
Combine closely related requirements when space is tight, but ensure both remain visible.

What a strong HEO evidence slot contains

  • The exact requirement or a clear heading that matches it.
  • The project, service, policy, analysis, system or responsibility involved.
  • The scale, complexity, frequency or consequence where relevant.
  • Your personal judgement and actions.
  • The stakeholders, specialists, customers or colleagues involved.
  • The risk, quality standard, dependency or guidance you managed.
  • A result showing delivery, improvement, value, compliance or confidence.

Weak and stronger CV evidence

Weak evidence
Stakeholder management: I have extensive experience working with internal and external stakeholders. I communicate professionally, build strong relationships and influence people to achieve positive outcomes.
Stronger evidence
Stakeholder management: I coordinated eight local authorities, an external delivery body and internal finance teams through a funding-round timetable. I agreed one reporting framework, resolved conflicting evidence requirements and introduced a shared action log. Every partner met the decision deadline and no issue required senior escalation.

The stronger slot is concise but assessable. It gives the sifter the setting, scale, different interests, your actions and a result. It avoids using the CV as a full STAR statement while still providing evidence.
