Scenario

A restructure announcement has been delayed, but staff know that proposals exist. Vacancies are frozen, priorities are changing and rumours about team closures are circulating. You have not received the final design or timetable. Productivity and confidence are falling, and managers are giving different answers because they are trying to reassure their teams. You need to maintain delivery without pretending that the uncertainty can be removed.
