1. What does Visionary mean in the Civil Service?
You create and share a clear vision of the future.
Being Visionary means creating and sharing a clear, credible picture of the future that helps people understand where the work is heading. You connect ambition to real needs, communicate it in memorable terms and help people see the choices and contribution required to reach it.
It does not mean making grand predictions, ignoring constraints or presenting a future so vague that it cannot guide decisions.

You describe what will be different for users, staff or the organisation in concrete terms.
Compelling purpose
You explain why the future matters and why current work should move towards it.
Shared ownership
You invite people to shape and contribute to the vision rather than treating it as a personal performance.
Decision guidance
You use the vision to test priorities, trade-offs and the sequence of change.
3. Which Civil Service behaviours are linked to Visionary?
The official framework maps Visionary most closely to Seeing the Big Picture and Leadership.

Look for situations where Visionary affected how you approached the work. Useful examples include:
- Describing the future customer experience for a transformation programme.
- Helping a team see beyond immediate implementation difficulties.
