HEO, SEO and Grade 7 Civil Service Delivery Manager interview questions with model answers
Civil Service Delivery Manager interviews can test behaviours, experience and Government Digital and Data professional skills in the same interview. Some campaigns also include a presentation. Prepare evidence that can be adapted to the exact question rather than memorising one answer for every delivery topic.
The questions below are built around the current Delivery Manager framework: Agile and Lean practices, maintaining delivery momentum, planning, making a process work, team dynamics and communication between technical and non-technical people. Senior roles can also test commercial and financial judgement.

What to expect
A behaviour question normally asks for a specific example and is assessed at the Civil Service grade. A technical question may ask how you apply a delivery skill, compare approaches or respond to a scenario. A strength question is usually shorter and is designed to explore how naturally you respond to a type of work.
Interviewers may probe the same example from several angles. Be ready to explain what evidence you used, why you chose the delivery approach, what you personally did and what you would change with hindsight.
Common interview mistakes
- Answering every technical question with Scrum terminology even when the scenario needs a different approach.
- Treating blockers as something to record and escalate rather than actively manage.
- Using velocity as a target or comparing velocity across teams.
- Talking about the team for several minutes without making your own intervention clear.
- Claiming product or technical decisions that belonged to other professionals.
- At Grade 7, giving only one-team examples when the question is testing cross-service leadership or escalation.
