The strongest answers at HEO level show ownership of a defined outcome and make the reasoning visible. Make the improvement evidence-led and implemented. Weak answers describe an idea, a suggestion box or a technology change without showing user involvement, managed risk or adoption.

The current HEO and SEO Changing and Improving guide expects evidence that you can:
- “work with others to identify areas for improvement and simplify processes to use fewer resources”
- “use technology where possible to increase efficiency”
- “encourage ideas for change from a wide range of sources”
- “clearly explain the reasons for change to colleagues and how to implement them, supporting individuals with different needs to adapt to change”
- “encourage an environment where colleagues know that they can challenge decisions and issues safely”
- “take managed risks by fully considering the varied impacts changes could have on the diverse range of end users”
What the panel is testing
Choose a process with visible waste, error, delay or poor user experience. Show how you involved different people, tested the change, supported adoption and created space for challenge.
The result should compare the old and new position and show that essential controls, accessibility and service quality were protected.
- A clear HEO-level responsibility rather than passive participation.
- Personal actions and decisions supported by evidence or guidance.
- Appropriate involvement of colleagues, stakeholders, specialists or users.
- Control of risk, quality, inclusion, resources or competing priorities where relevant.
- A credible result and enough underlying detail for follow-up questions.
