HEO Making Effective Decisions criteria

The current HEO and SEO Making Effective Decisions guide expects evidence that you can:

  • “understand your own level of responsibility and empower others to make decisions where appropriate”
  • “analyse and use a range of relevant, credible information from internal and external sources to support decisions”
  • “invite challenge and where appropriate involve others in decision making”
  • “display confidence when making difficult decisions, even if they prove to be unpopular”
  • “consult with others to ensure the potential impacts on end users have been considered”
  • “present strong recommendations in a timely manner outlining the consideration of other options, costs, benefits and risks”

What the panel is testing

Choose a decision with genuine alternatives and a consequence for delivery, cost, risk or customers. Be clear about what you decided, what you delegated and what required escalation.

Present the recommendation and trade-offs plainly. The result should show that the decision was timely, proportionate and reviewed where needed.

  • A clear HEO-level responsibility rather than passive participation.
  • Personal actions and decisions supported by evidence or guidance.
  • Appropriate involvement of colleagues, stakeholders, specialists or users.
  • Control of risk, quality, inclusion, resources or competing priorities where relevant.
  • A credible result and enough underlying detail for follow-up questions.

How to structure the answer

Give one or two sentences explaining how you think about the issue. Keep this relevant to the question.

Set the context and difficulty briefly. Name the service, workstream, decision or outcome.

Explain what you decided and did, why you chose that approach, who you involved and how you managed the important risks.
