HEO Managing a Quality Service Behaviour Statements

HEO application guidance

Build a focused Managing a Quality Service statement around the exact criteria, your personal judgement and a result that proves the effect of your actions.

What is Managing a Quality Service?

Managing a Quality Service is about designing and controlling services so customers receive reliable outcomes and taxpayers receive value.

At HEO level, a strong example should show that you can set priorities with stakeholders, manage systems and risk, use customer feedback and involve others in continuous service improvement. The scale should be a defined service, project, team or workstream where your own judgement is visible, while recognising the authority of senior leaders and specialist colleagues.

The assessor should be able to trace the official criteria through your actions. Mentioning the behaviour or repeating the wording does not prove it.

What are the HEO Managing a Quality Service criteria?

Official HEO/SEO Success Profiles criteria

Your evidence should make every criterion visible through something you personally understood, decided, communicated, changed or achieved.

Criterion 1
“develop, implement, maintain and review systems and services to ensure delivery of professional excellence”
Show the service system, standards, controls and review cycle you personally shaped.
Criterion 2
“work with stakeholders to set priorities, objectives and timescales”
Explain how customer and business needs were translated into an agreed delivery plan.
Criterion 3
“successfully deliver high quality outcomes that meet the customers’ needs and gives value for money”
Use measures that prove customer need, professional quality and value for money.
Criterion 4
“identify risks and resolve issues efficiently”
Name the risk, early action, ownership and resolution rather than saying you monitored it.
Criterion 5
“involve a diverse range of colleagues, stakeholders and delivery partners in developing suggestions for improvements”
Show how different contributors helped design or improve the service.
Criterion 6
“establish ways to find and respond to feedback from customers about the services provided”
Explain the feedback route, what the evidence showed and what changed because of it.

How to structure a 250-word statement

Use Situation, Task, Action and Result as an editing structure. Do not write the labels into the application unless the vacancy asks for them. Keep the setup short and make the action section carry the Managing a Quality Service evidence.

Situation

Set the context quickly. Name the service, project, risk or change and why it mattered.

Task

Make your responsibility and decision authority clear. Avoid hiding behind the team.

Action

Use most of the word count here. Show how you set priorities with stakeholders, manage systems and risk, use customer feedback and involve others in continuous service improvement.

Result

Prove the outcome with credible measures, service impact, reduced risk, learning or sustained change.
