HR Meetings During Civil Service Disciplinary or Performance Processes

HR may attend disciplinary and performance meetings to advise on policy, support the chair, organise documents or take notes. The meeting still needs a clear owner. Your preparation should focus on the decision maker, the evidence, the policy stage and the outcome that can follow.

HR’s role in a formal process

HR involvement does not mean HR has personally investigated the facts or will make the decision. In a disciplinary case, an investigator may establish the facts and an independent chair may decide the outcome. In performance management, the line manager or another authorised manager may assess targets and improvement. Ask each attendee to explain their role.

Do not let the process drift between conduct and capability

If the meeting uses both behaviour and performance language, ask which policy applies to each issue. The evidence, purpose and possible outcomes should be clear.
