What policy recruiters need to see

A useful policy personal statement makes your judgement visible. It should explain how you understood a problem, assessed evidence, involved the right people and helped reach a workable decision.

The subject matter may be important, although the sifter is assessing your contribution. A paragraph about the policy area does little on its own. The evidence becomes stronger when it explains the options considered, the trade-offs identified, the advice given and the effect of the work.

• Evidence: how you found, checked and interpreted information.
• Options: how you moved from a problem to realistic courses of action.
• Stakeholders: whose views mattered, where interests conflicted and how you handled challenge.
• Advice: what you recommended, how you explained it and who made the final decision.
• Delivery: how legal, operational, digital, financial or customer implications shaped the approach.
• Outcome: what changed and how you knew whether the policy or process worked.

How the evidence changes by grade

EO policy applications

EO evidence usually shows ownership of a defined task, casework issue, research activity or improvement. You may gather information, apply guidance, identify a recurring problem and make a sensible recommendation through the correct route. Keep the authority realistic.

HEO policy applications

HEO evidence should normally show independent ownership of a policy problem or workstream. Strong examples include assessing conflicting evidence, developing options, handling stakeholders and preparing advice for a senior decision-maker.

SEO policy applications

SEO evidence usually has a broader reach. You may lead a complex workstream, coordinate several professions, resolve difficult trade-offs and remain responsible for the quality of advice or implementation. HEO and SEO share one behaviour level in Success Profiles, so the distinction often comes from scale, influence and accountability.

Grade 7 policy applications

Grade 7 evidence should show strategic direction and responsibility for significant advice, governance or delivery. The applicant may lead a team or portfolio, frame choices for senior leaders or ministers and manage consequences across organisational boundaries.

Can you use experience from outside policy?

Yes. The strongest transferable examples already contain policy work in another form. Operations can provide evidence about how rules affect people. Project delivery can provide options, risks and implementation. Analysis can provide evidence quality and recommendations. Regulation can provide legal interpretation, fairness and enforcement choices.

Keep the description honest. Explain the real connection to policy work instead of changing your job title or claiming authority you did not hold.

Common personal statement mistakes

• Repeating the person specification without proving any of it.
• Using several short examples that never contain enough action or judgement.
• Describing research as the result instead of explaining the decision it informed.
• Claiming stakeholder management when the example contains no challenge or competing interest.
• Giving the team credit for every action and leaving your own contribution unclear.
• Using a senior title or policy subject as a substitute for grade-appropriate evidence.
• Writing one generic statement for vacancies with different lead criteria.
