What does operational delivery work involve?
The Operational Delivery Profession includes people who deliver services directly to the public and people who support those services. The current Professional Skills Framework uses four job families: Leadership and Management; Help, Advice, Support and Service Delivery; Validation, Compliance, Support, Safety and Enforcement; and Business Management and Operational Support.
For managers, the core work is usually more focused. You may lead a team or several teams, monitor service performance, organise resources, coach people, respond to risk, improve processes and make decisions using operational data.
The profession framework identifies five core skill areas: connections and communication, operational leadership and management, adaptability to change, data and insight, and delivery and decision making at pace. The vacancy still controls what you need to prove.
Common role titles and grades
- EO: Team Leader, Operational Team Leader, Service Delivery Team Leader or similar first-line management roles.
- HEO: Team Leader, Operations Manager, Complaints Manager, Service Delivery Manager or another role managing a substantial team or defined service area.
- SEO: Senior Operations Manager, Operational Delivery Manager, Senior Operation Leader or roles leading several teams, managers or a complex service.
- Grade 7: Operations Manager, Head of Operations, Head of Service or another role running complex operations and substantial or multidisciplinary teams.
The title alone is a poor guide to level. The current ODP framework places Team Leader roles across EO to SEO and Operations Manager roles at Grade 7 and Grade 6. Read the responsibilities and grade before deciding what level of evidence is required.
What operational delivery recruiters usually look for
The criteria vary by service, although strong applications often make evidence visible in these areas:
- Operational leadership: setting direction, managing people fairly, coaching managers or staff and creating clear accountability.
- Service performance: using demand, productivity, timeliness and quality information to decide what needs attention.
- Resource and workload management: matching people and capacity to changing demand while protecting important service standards.
- Quality and customer outcomes: understanding where errors or poor service arise and improving the process without losing necessary controls.
- Decision making: making timely decisions within authority, using evidence and escalating issues that sit outside your remit.
- Change and improvement: introducing new processes, guidance or systems while keeping the service stable.
- Stakeholder working: dealing with policy, digital, HR, finance, estates, suppliers or partner organisations where their decisions affect operations.
- People management: handling performance, attendance, capability, development and difficult conversations in a fair and practical way.
A strong example shows what you were responsible for, what the operational evidence told you, what you changed and what happened afterwards. Listing meetings, dashboards and management duties leaves the level of your contribution unclear.
How operational delivery applications can be assessed
A vacancy may use a personal statement, CV, behaviour statements or a combination of these. Interviews can assess behaviours, strengths and experience, and some campaigns add a presentation, situational exercise or role-specific assessment.
Read the candidate pack before drafting. Check whether the CV is scored, whether a lead criterion is used at sift, what behaviours are named and whether the advert asks for evidence of people management, service performance, compliance, change or a specific operational environment.
How expectations change by grade
EO team leadership
EO evidence should show reliable leadership of defined operational activity. Suitable examples include allocating work, monitoring performance, supporting staff, dealing with routine service problems and escalating issues with the right evidence.
HEO Operational Delivery Manager
HEO evidence should show ownership of a substantial team or service area. Strong examples involve balancing demand, quality and resources, handling people issues, using data to improve performance and leading local change.
SEO Senior Operational Delivery Manager
SEO evidence should show broader complexity, usually through several teams or managers. The applicant should manage cross-team performance, significant risks, service change and senior stakeholders while keeping managers accountable for delivery.
Grade 7 Operations Manager
Grade 7 evidence should show leadership of complex operations. The applicant should set direction, lead through other managers, make difficult resource and service trade-offs, establish governance and remain accountable for performance across a large service or function.
Can you apply from another profession or sector?
Yes. Operational delivery management has clear equivalents outside government. The key is to translate the evidence accurately and avoid claiming knowledge you have not used.
- Retail or hospitality management can show high-volume service delivery, staffing, customer handling, safety, quality and performance management.
- Contact centre leadership can show demand planning, productivity, quality assurance, complaints, coaching and resource decisions.
- Financial services or regulated operations can show casework, controls, customer outcomes, compliance and evidence-based decisions.
- Project or change delivery can show implementation, readiness, stakeholder coordination, risk and maintaining service through change.
- Local government, NHS or charity operations can show public-facing services, vulnerable customers, constrained resources and partnership working.
Common application mistakes
- Describing the size of the team without explaining what you did to improve or protect performance.
- Presenting rota management and meetings as evidence of operational leadership.
- Using customer service language without showing how quality, accuracy or service standards were controlled.
- Claiming that a backlog was cleared without explaining the demand, capacity, prioritisation or quality consequences.
- Treating every performance problem as a staff problem instead of checking process, guidance, systems and workload.
- Using the same evidence for EO, HEO, SEO and Grade 7 without changing the scale of ownership or decision making.
- Claiming senior authority for policy, budgets or formal HR decisions that belonged to another role.
