The council's emergency accommodation contract guarantees access to 120 rooms throughout the year. The council pays a fixed monthly charge for those rooms whether they are occupied or not. It can request up to 60 additional rooms with 48 hours' notice and pays a nightly charge only for the extra rooms actually used. During a cold-weather activation, the council used 150 rooms for five nights.
