Scenario

Two experienced team members disagree about the next month's late-shift rota. Each says they covered more unpopular shifts last month, and their arguments are making the rest of the team uncomfortable. The service needs full cover, but there is some flexibility in how shifts are shared. Records of the previous rota are available. You need to settle the issue and restore a cooperative atmosphere.
