Scenario
A supplier's monthly performance measure is green, but complaints have risen sharply in two regions and local teams report repeated service interruptions. The contract manager says the formal service level has been met and advises against escalation. The measure is based on national availability, so short regional failures can be hidden by stronger performance elsewhere. A payment decision and service review are due this week.
