What Civil Service commercial work involves
Commercial work runs across the life of a requirement. A procurement role may begin with understanding business need and the market, then move through sourcing, evaluation, negotiation and contract award. Contract and supplier management continues the work through mobilisation, performance, change, risk, improvement and exit.
A strong applicant therefore shows more than purchasing activity. Recruiters want evidence that you can understand what the organisation needs, use market and financial information, apply the right controls and make commercial choices that protect public value.
Procurement, contract management and supplier management
Procurement management covers the stages used to source and award a contract, including market engagement, tender documentation, evaluation, negotiation and handover. Contract management focuses on whether the agreed service is delivered, how performance and change are controlled and whether the contract continues to provide value.
Supplier management looks more broadly at the relationship with suppliers. This can include strategic engagement across several contracts, resilience, innovation and mutual value. Many Civil Service jobs combine two or more of these areas.

HEO / Commercial Practitioner
At HEO, strong evidence should show independent ownership of defined commercial outputs. This can include leading a lower-risk procurement, managing a low to medium complexity contract, analysing market information, supporting negotiation and escalating risks with a clear recommendation.
SEO / Associate Commercial Lead
At SEO, examples should show broader commercial ownership. Strong evidence can include end-to-end procurement across an area of responsibility, medium-value or medium-complexity contracts, supplier negotiations, commercial strategy, assurance and guidance to less experienced colleagues.
Grade 7 / Commercial Lead
At Grade 7, evidence should show leadership of significant commercial activity. This can include medium to high complexity procurements or strategic contracts, difficult trade-offs, senior stakeholder influence, team leadership and accountability for value, risk and commercial outcomes.
The current commercial framework
The Government Commercial Function People Standards set expectations for judgement, leadership and technical expertise. Current role sheets for procurement and contract management place strong emphasis on commercial judgement, value for money, risk and assurance, commercial ethics, team performance and stakeholder relationships.
The framework is useful for understanding the profession, while the vacancy tells you what will actually be assessed. A sourcing role may place most weight on procurement process and market strategy. A contract role may place more weight on performance, change control and supplier risk.
The Procurement Act 2023
The Procurement Act 2023 regime came into force on 24 February 2025 and now forms part of the legal framework for public procurement. Commercial applicants should follow the current legislation, departmental policy, commercial delegations and any specific guidance named in the vacancy.
Application evidence should keep your own action central. If you describe compliance, show how you selected the route, maintained a clear audit trail and protected fair treatment of suppliers. Use legal terminology only where it helps explain your commercial judgement.
What recruiters may assess
Commercial campaigns can combine Success Profiles with technical or professional assessment. A vacancy may ask for a CV, personal statement, behaviours, strengths, technical questions or a presentation. Some senior commercial roles also use the Commercial Assessment and Development Centre as part of accreditation or recruitment.
Read the candidate pack carefully. Check whether a lead criterion is used at sift, whether professional accreditation is required and which part of the commercial lifecycle the role actually owns.
What strong Commercial and Procurement evidence looks like
- You translated a business need into a commercial requirement that the market could respond to.
- You used market, cost or performance evidence to shape a sourcing or contract decision.
- You made a trade-off between price, quality, risk, resilience or delivery and explained why.
- You challenged over-specified requirements or weak supplier assumptions with evidence.
- You used governance and delegated authority properly and kept a clear decision trail.
- You negotiated from a prepared position and understood the supplier’s commercial motivation.
- You managed contract performance, change or risk before it became a larger service problem.
- At senior levels, you led commercial activity through others and influenced strategic investment or supplier decisions.
Transferable backgrounds
Private-sector procurement and contract management can translate directly when the evidence shows comparable complexity, negotiation and commercial control. Project delivery can also provide useful examples where the applicant genuinely owned supplier, sourcing or contractual work.
Finance, operations and business analysis can provide relevant evidence where the work involved demand, cost modelling, supplier performance or requirement definition. Translate the experience accurately and claim commercial ownership only for decisions you genuinely made.
Common application mistakes
- Treating procurement as an administrative buying process and leaving commercial judgement weak.
- Claiming value for money from the winning price alone and leaving the wider value assessment unclear.
- Listing tender stages while leaving the decisions at each stage unclear.
- Describing supplier relationship management as being friendly with the supplier.
- Using contract performance figures with no clear action linked to the data.
- Ignoring governance, conflicts of interest or delegated authority in a public procurement example.
- At Grade 7, staying at document-production level when the role expects strategic direction and leadership through others.
