Scenario

Two teams share responsibility for processing the same type of work. Since a new allocation model was introduced, one team says the other selects the easiest cases, while the other says it receives poor-quality handovers. Staff have started copying senior managers into routine messages, and small issues are becoming disputes. Output is beginning to slow, although both team leaders say they are protecting their own staff from unfair criticism.
