Scenario
A policy pilot produced a positive result overall, and the programme sponsor wants approval for national rollout. Participation differed widely between regions, and one region experienced worse outcomes than before the pilot. The evaluation suggests several possible causes, including local implementation and differences in the people who took part, but it cannot confirm which explanation is correct. A decision is needed before the next funding round.
Rate the actions
For each action, choose Counterproductive, Ineffective, Fairly Effective or Effective.
Action A
Send the evaluation to the sponsor without a recommendation and ask them to decide how much uncertainty is acceptable.
