Scenario
A senior stakeholder wants a board paper to say that a programme delivered on time. The launch date was met, but several planned features were removed and will require further funding. The stakeholder argues that the scope change is explained in an appendix and that a positive headline will maintain confidence. You are responsible for the performance section and believe the wording would affect future decisions about value and completion.
