Scenario

A ministerial office asks for national data within 48 hours. Regional systems record the information differently, so a fully verified total cannot be produced in that time. The same analysts are monitoring a live service risk that could affect vulnerable users. Senior colleagues want to be helpful, but moving the whole team would reduce the organisation's ability to detect a worsening service problem. No option can fully meet every need within the deadline.
