The panel wants evidence that you understand why the work exists, how your team contributes to wider outcomes and what external issues or stakeholder needs should influence delivery. Strong EO answers connect practical action to a wider purpose without claiming strategic authority you did not hold.

What the panel is testing

At EO level, prepare evidence that you can connect day-to-day delivery to wider objectives, stakeholder needs and emerging issues. The panel will test the detail behind your actions, including what you knew, what you decided, how you involved other people and how the outcome was checked.

  • understand how your work and the work of your team supports wider objectives and meets the diverse needs of stakeholders
  • keep up to date with the issues that affect your work area
  • take a keen interest in expanding knowledge in areas related to your work
  • focus on overall goals and not just specific tasks to meet priorities

How to prepare your evidence

Prepare a wider-objective example
Choose a situation where understanding the overall purpose changed a priority, recommendation or delivery choice.

Know the stakeholder impact
Be ready to explain who relied on the work, how needs differed and what you changed as a result.

Identify the information source
Prepare the policy update, performance data, user feedback, operational insight or external development that informed you.

Show the trade-off
Explain which task, measure or short-term preference you deprioritised to protect the wider goal.
5
Connect the result
State how your decision improved reach, public value, consistency, compliance or another outcome beyond task completion.

Tell me about a time you changed your approach after understanding a wider organisational objective.
What to prepare: The original approach, the objective you identified, who confirmed it, what you changed and the wider result.
Describe a situation where the needs of different stakeholders affected how you delivered your work.
What to prepare: The different needs, how you gathered them, the tension, your decision and how you checked the outcome.
Give an example of using an external issue or policy development to inform your work.
What to prepare: How you stayed informed, why the issue mattered, how you verified it and the practical change that followed.
Tell me about a time you focused on the overall goal rather than completing every planned task.
What to prepare: The competing tasks, your prioritisation reasoning, who you consulted and how you protected the main outcome.

What to prepare: How you spotted it, the contact you made, the agreement reached and how it prevented delay or duplication.

Describe a situation where a performance target did not tell the whole story.
What to prepare: What the target encouraged, what impact was missed, the evidence used and the improved measure or decision.
Give an example of expanding your knowledge to handle a new issue.
What to prepare: The knowledge gap, learning route, how you checked understanding and how the learning improved the work.
Tell me about a time priorities changed because of a wider organisational need.
What to prepare: How the change was communicated, your assessment, the revised plan and stakeholder updates.
Describe a decision where you considered longer-term impact as well as the immediate result.
What to prepare: The immediate benefit, possible future risk, options considered and how you balanced both.
Give an example of acting in the public interest when an easier option was available.
What to prepare: The easy option, why it was unsuitable, the value protected and the final result.
