How detailed should my answer be when the panel asks a follow-up?

Hello,
I tend to over-answer Civil Service interview follow-up questions. If the panel asks how I measured success, I repeat the background, describe the actions again and then give the figures.
My mock answers take two or three minutes for a simple probe, and I sometimes forget the actual question.
How much detail should a follow-up answer contain?
Quick Answer
Give enough detail to answer the precise probe and support it with a reason, fact or effect. Most simple follow-ups do not need the full STAR structure, so start with the direct answer and stop once the missing evidence is clear.
