Scenario
A board is reluctant to fund changes that would make an online service easier to use for people with access needs. Members point to low recorded use of the existing adjustments and significant budget pressure. User research suggests that the data undercounts people who abandon the service or obtain help elsewhere. You need to secure a decision that reflects cost, service quality and the risk of continuing with the current design.
