Will a Written Warning Stop Me Moving to Another Civil Service Department?

Hello,
I have been offered a role in another Civil Service department and am waiting for the transfer process to be completed.
Since applying, I have received a formal written warning in my current department. The warning is still live, although I disagree with parts of the decision and am considering an appeal.
I am worried that the new department will be told about it through the transfer form or pre-employment checks. I do not remember the vacancy saying that applicants with a live warning could not apply.
Could the new department withdraw the offer because of the warning? Is the position different if the move is a promotion rather than a level transfer?
I do not want to hide anything, but I also do not want to volunteer information that has not been requested and damage the move unnecessarily.
