How do I show Grade 6 leadership when my current role is below Grade 6?

Hello,
I am applying for a Grade 6 role from Grade 7. I have led a large cross-department programme and deputised for my director, but I have never held a permanent Grade 6 post.
My concern is that the panel will see the final authority as belonging to the director. I also do not want the statement to sound as though I am claiming their decisions.
How can I show Grade 6 leadership honestly?

Focus on the significant outcome, function or programme area you personally led and the decisions delegated to you. Grade 6 evidence should show strategic direction, leadership through senior people, difficult trade-offs and consequences across a broad area. State the limits of your authority clearly, then make your own accountability impossible to miss.
