Scenario
Several directors must agree how to deliver a cross-organisational reform. Each supports the overall aim but believes another area should provide most of the funding and staff. Meetings have become adversarial, decisions are repeatedly reopened and deputies receive conflicting instructions. You are accountable for moving the reform forward, but imposing a detailed settlement is likely to produce compliance without genuine ownership of the dependencies.
Rate the actions

Ask each director to identify concessions they can offer, then broker a package that spreads the burden across the organisation.
