Scenario
A tribunal direction requires the department to provide a response within five working days. The case lead is absent for the whole period. Several documents are ready, but one historic note has not been located. Guidance allows another authorised caseworker to prepare the response and, where necessary, request an extension before the deadline with a clear explanation of what is missing and what steps have been taken.
