What Should I Do If My Civil Service Manager Keeps Giving Me Instructions Verbally?

Hello,
My manager regularly gives me important instructions verbally and later says that I misunderstood what they wanted.
Priorities change in quick calls or conversations, but deadlines for the original work are not moved. I have now been criticised for failing to complete a task that I believed had been deprioritised.
When I ask for instructions in writing, my manager says that I should be able to work things out and that sending confirmation emails is unnecessary. I am worried that this is creating a record where every problem appears to be my fault.
How can I create a written record without sounding confrontational or refusing reasonable management instructions?
