Scenario
Your service has introduced peer review for complex cases. Experienced staff say the change feels like mistrust and slows their work. Newer staff welcome the chance to learn, but say some reviewers return corrections without explaining the reasoning. Team conversations are becoming divided between people who support the change and those who want it removed. Early reviews have found useful errors, but the method is taking longer than planned. You need to improve the change so it supports quality and learning without creating unnecessary friction.

Collect feedback from staff separately and revise the written guidance before the next review cycle.
