Scenario
Your department and a public body are delivering a joint programme. Following a recent announcement, the public statement praised your department but made no reference to the partner's work. Sam, the partner director, has now withdrawn two analysts from the programme and says their contribution is repeatedly overlooked. The analysts are needed for an important milestone in three weeks. Your communications team says the omission was accidental and can be corrected in a later update. You need to rebuild trust, recognise the partner's contribution and keep the programme moving.
Rate the actions

Ask the programme sponsor to instruct Sam to return the analysts because the joint milestone has already been agreed.
