Do I Need to Resign When Transferring to Another Civil Service Department?

Hello,
I have accepted a promotion in another government department and my current line manager is telling me that I need to submit a resignation letter.
I thought the move should be handled as a Civil Service transfer and that a transfer form would be completed by me, my manager and HR. My manager says they have not heard of this and keeps asking for my resignation in writing.
I do not want to be difficult, but I am worried that resigning could break my continuity of service or cause problems with my pension, pay or annual leave.
Should I refuse to resign, and who should I contact to get the move processed correctly?
Quick Answer
A move between Civil Service departments should normally be processed through the staff transfer route rather than by ending your employment through an ordinary resignation. Do not submit a resignation simply because one manager is unfamiliar with the transfer process.
