Scenario
A regional delivery partner missed a decision meeting because its service lead had an emergency. The group agreed an implementation date and a reporting method that will affect the partner's frontline staff. The partner now says it was excluded and may struggle to deliver the arrangement. Your team wants to continue because the wider programme deadline is fixed and minutes were circulated. The overall aim remains sound, but some implementation detail could still change. You need to protect the programme while understanding the effect on a partner that serves a different local population.
